is this a federal law or a state law (what state)?

It's aFederal Law ng..

Also there is a substantial credit..

"The newly enacted Farm Bill included a new income tax credit for the producers of

cellulosic alcohol and other cellulosic biofuels. The credit is $1.01 per gallon. If the

cellulosic biofuel is ethanol, this amount is reduced by the amount of credit available for

alcohol fuels generally (now assumed to be $0.45 per gallon in 2009). The credit will

apply to fuel produced after 2008 and before 2013."

So this is given to whoever shows up with the fuel between now and 2013.

Wonder how they track the source of the feedstock, etc..

  Would this be  through RIN??

Tracking? I dont know greenegenes I suppose it is like any other Gov program ..paper trail paper trail paper trail

I just think it is important that the incentives are there .AND with Corn being so high thats another incentive for Producers/Investors to move to cellulose... I believe Cellulose will duplicate corn ethanols RAPID growth within 2 years and surpasse the mandated levels

Yes- Tracking will be done by RIN #. Each shipment by a producer is assigned a RIN and since the source and type of feedstock is known the RIN's have differing monetary value according to source.
