The spec allows a maximum of 85% denatured ethanol, which contains 2% denaturant (hydrocarbon) and therefore translates to 83% pure 200 proof alcohol.

To my knowledge, it's never actually 85% ethanol anywhere in the United States. The maximum is 83% ethanol, at least here. I believe we're in the mid 70s (75-80% ethanol) right now, but it has been a while since I've asked the plant what they're at.
